2014 Issue 14, Voting Rights

I.          Summary

            Issue 14 is a charter amendment measure placed on the ballot by Cuyahoga County Council to create a new article authorizing the County to promote voter registration and participation.   

            The Citizens League is not taking a position on the merit of these changes. We have provided this information to educate the voters about their decision.

II.        Background

            A.        History

            This was not a measure proposed by the Charter Review Commission in its report of July 1, 2013. 

            B.        Ballot Language

PROPOSED CHARTER AMENDMENT

COUNTY OF CUYAHOGA

A majority affirmative vote is necessary for passage.

Shall the Charter of the County of Cuyahoga be amended to add Article XIV, which provides that the right to vote shall be a fundamental right in the County and that elections in the County shall be free and open and authorizes the County to undertake measures to enforce the article and to promote voter registration and

participation, including early voting initiatives?

CONDADO DE CUYAHOGA

Se requiere un voto afirmativo por mayoría para su aprobación.

¿Deberán enmendarse los Estatutos del Condado de Cuyahoga para añadir el Artículo XIV, que dispone que el derecho de voto deberá ser un derecho fundamental en el Condado y que las elecciones en el Condado deberán ser libres y abiertas y autoriza al Condado a adoptar medidas para hacer cumplir el artículo y para promover la inscripción y participación de electores, incluyendo iniciativas de votación adelantada?
