    1. We have a professional team hired to monitor our finances

  1. What steps do you believe can be taken at the county level to make access to public records easier? 
    1. Improving the understanding of how the public can use the County website to help them find the records which are already on line which include all minutes of meetings, live stream access to meetings, ethics reports through the state and candidate’s finance reports also through the state.

 

  1. What steps do you believe can be taken to make campaign finance reports more transparent/easily accessible to the public?
    1. It is very easy to access these reports via the web to find out information listing all of the individual contributors and the dollar amounts they have contributed.  In addition one can find the expenses listed and the person or business providing those services/products.

11.  What steps do you believe can be taken to make the operation of the county government more transparent?

  1. I have personally proposed making all offices in the new county government nonpartisan to include the County Executive, Council and Prosecutor.   This would eliminate party names and bring more into the process.  Unfortunately I could not get the eight votes need to get it to appear on the ballot.  My opponent also opposing nonpartisan elections for these county offices.
  2. We have 59 communities in the county and 56 all hold nonpartisan election which means the biggest single block of voters, the independents, are not kept out of full participation in our election process.

12.  What steps do you believe could be taken to improve cooperation between county government and other local governments? 

  1. Providing more services through existing county offices to reduce cost for the local governments such as internal auditing support, law enforcement assistance through the sheriff’s office, the county running all rail systems.

 

13.  Describe any specific areas where you believe it would be beneficial for local governments to consolidate services through the county government.

  1. Dispatch call centers for 911
  2. Group health insurance using the power of the county purchasing
  3. Shared use of expensive equipment

 

14.  Please generally describe your position on the issue of regionalism. 

  1. Having participated on the merger study it was apparent the larger gains would come not from actual merger but sharing the costs of services.  I support sharing services to reduce costs for the betterment of good government.

  2. Chagrin Falls Board of Education, 12 years (1989-2001)
  3. New Cuyahoga County Council, Elected in 2010 and reelected 2012

  1. The above two offices I have held
  2. I was also appointed by Governors Taft and Strickland to nonelected office of the Clean Ohio Council with responsibility for $400M to clean up statewide brownfield sites where I Vice Chaired the council,

 

17.  Describe your experience in administering or managing an organization, and provide details relating to the size and nature of the organization.

  1. I have been the CEO of a Jergens, Inc. a multinational manufacturing company for 30 years.  Jergens has 450 employees with manufacturing in three states and sales offices throughout the world. I am responsible of the organization to include deciding to put the headquarters in the worst brownfield site in the county.  Today Jergens now has the Foodbank on this same once abandoned site.
  2. I am a retire LTC in the United States Army where I was commander of my unit.
  3. I co-founded and was president/CEO of the largest online school focused on the education those seeking skills in manufacturing, called Tooling University.  Today ToolingU has 250,000 students. 

 

18.  Have you participated in preparing a budget for a business, government organization, or non-profit organization?  If so, please generally describe that experience.

  1. Yes
  2. During my 12 years on the Board of Education and served as Board President I took an active role in the finances, I chaired levy campaigns and was the lead on two building projects.
  3. On the new Council I sit on both the Finance/budget committee and the Investment Advisory Committee.  These committees deal with the $1.3B budget and the $1B in our investment portfolio

  1. Yes, see 18 above

  1. Yes though not an accountant I took active roles on various private and public boards
  2. As CEO of Jergens even though we have staff overall accounting is my responsibly
  3. As founder of ToolingU I had responsibility for fund raising and operations

  1. As CEO of Jergens as a multinational company we adhere to strict ethical policies.  My team knows these written rules and waiver is a basis for termination.
  2. I also taught ethics as a LTC for the US Army

26.  What philosophy will you follow in appointing leadership positions within county government?

  1. I will follow a policy of hiring the best qualified individual regardless of race, gender, religion, political background or sexual orientation. 
  2. Following this standard, like I do at Jergens, strive to build a team inclusive of all people

 

27.  In your opinion, what is the single most important thing county government can do to promote economic development?

  1. To present a positive attitude and a desire that we want businesses to locate and grow here to become part of our northeast Ohio success.  As someone who has invested in the community I know what it takes to actually grow the jobs and the development.  For these past four years I have chaired the Council’s economic development committee and Vice Chaired the Economic Development Commission and it is clear that positive attitude is a key to our success

 

 

28.  Do you believe that the County Charter provides an appropriate balance of power between the County Executive and the County Council?  Please explain your response.

  1. Yes
  2. I have seen it first hand as someone working with the Executive to make legislation work.  Specifically in the economic Development Committee we took legislation and together made it better

 

29.  Did you support the renewal of the Sin Tax? Please explain your position.

  1. Yes
  2. These were assets we need to protect that belong to our county.

  1. Job creation
  2. Finish county reorganization.  We need to improve our ability to deliver services to those in need
  3. Finish county reform, Charter amendments like those on the current ballot.
