A.        Integrity

1. Have you ever held a position, public or private, where you were required to report gifts made to you or expenditures made on your behalf?  When, where?

Yes.  As an Officer of KeyBank, I had to complete an ethics report annually (1976 – 1995).  Similarly, I file an ethics report, as an elected Official.  In neither instance did I receive gifts making it necessary to file.

2. In the last five years, have you been a party to any civil law suit?  If yes, please provide the case name and nature of the suit.

 No.

3. Have you ever been convicted of a crime, other than a minor misdemeanor?  If yes, please provide the year and jurisdiction of the conviction.

 No.

 4. What steps have you taken to ensure that your campaign is complying with Ohio Campaign Finance law?

             Read appropriate literature and file Ohio Campaign Finance Reports.

 5. Has a complaint ever been filed against you, or any campaign committee acting on your behalf, in the Ohio Elections Commission, or Federal Elections Commission?

 No.

 Self- Financed.  Funded $500.00.  Raise $7,000.00.  Spent $500.00

B.         Transparency

8. What steps can be taken at the county level to make access to public records easier?

 Keep broadening accessibility online and review and propose Charter  additions/amendments whenever appropriate

 9. What steps can be taken to make the operations of county government more transparent?

 Continue to implement and refine the Transparency Action Plan (TAP)

 10.  If elected, what steps would you take to improve citizen engagement and to communicate critical information to your constituents?

 1. I plan to attend all of the Districts City Council or Ward meetings (at least once per year) and give and encourage feedback.  2. I also will create and communicate a Council letter at least quarterly

C.        Efficiency

11.  What steps do you believe could be taken to improve cooperation and between county government and other local governments?

 I would establish quarterly meetings with an aggregate of certain Cities and Wards (probably 2 to 4 cities/wards)to share and reflect experiences off site at neutral venues

 12.  Please generally describe your position on the issue of regionalism.

 I am a strong proponent of Regionalism and collaboration.  We must continue to partner and share resources to reduce costs and duplication whenever possible

 13.  After four years of the new county government, can you identify any areas or programs that you believe could be run more efficiently?

 The Energy assistance programs could be articulated more succinctly so that potential users can access them readily

 14.  In what way(s) would you improve that relationship between the Executive and Council?

 More dialogue.  Council reflects their constituents ideas and aspirations whereas, the Executive and his staffing is more administrative.  We must interact to be on the same page

 D.        Competence

15.  Aside from your campaigns for County Council, have you ever run for public office? If so, please identify the office and the date of the election.

 17.  Have you, or any business in which you held more than a 50% interest, ever filed for bankruptcy.  When, where?

 No.

 18.  In your opinion, which aspects of your education and experience prepared you to serve on County Council?

 My Education, J.D. Cleveland State and B.A. Government along with over 30 years of Banking, and Financial Services have prepared me to be an excellent fiduciary and public servant

 E.         Policy

19.  What steps do you believe county government can take to take advantage of Cuyahoga County’s lake front?

 Make it more user-friendly and accessible:  Parks, Trails, Water Recreation.  This will supplement our rail system that is already in place

 20.  In your opinion, what is the single most important thing county government can do to promote economic development?

 Regionalism.  I believe that if the County focuses on Regionalism and offers incentives that municipalities can take advantage of i.e. Grant money; their collaborative efforts have a much better chance of coming into fruition.  Consequently, these costs savings can directly benefit the municipalities involved in these collaborative efforts and the County will benefit from the growth ensued, from the taxes and the economic growth and development  generated.

 21.  Do you believe that the powers of County Council should be expanded to enhance its ability to check and balance the authority of the County Executive?

 Yes if there is not a true balance of power.  Our County Government is relatively new and it may take some minor alterations to get it right.  This can be accomplished through Charter Amendments and passage of legislation.  Our Council Charter is a living document and is subject to change and alterations based on the Charter Review mechanism in place.

 22.  Did you support Issue 3 on the November 2013 ballot? Why or why not?

 Yes.  I believe in the principles of Separation of Powers.  By vesting the authority in Council to appoint members of the Personnel Review Commission the Council must  decide who  to appoint , rather than confirm the County Executives appointment.  I don’t see a problem with this.  Council bodies a throughout Cuyahoga County differ on this.  In my City we have a blend.  In certain instances the Mayor may appoint a commissioner and in another instance Council will appoint.  It’s just a matter of how the City Charter is written

 23.  Do you support the renewal of the sin tax? Why or why not?

 The Sitting Council has decided to allow the citizenry to make this choice.  I certainly will respect their wishes in this regard and will be happy to elaborate on this in the interview process
